As a result of the state budget crisis, the Tennessee Department of Correction recently announced it will release 3,000 inmates by 2011. The state claims those released will be “low-risk” inmates who are up for parole. Bill believes the state budget should not determine who is and who is not imprisoned.

Bill knows safe neighborhoods and communities are the key to a healthy, vibrant society. As Mayor, Bill worked with local law enforcement officials to keep the streets of Knoxville safe, and as governor, he will do the same. Bill will also use his management experience to increase the efficiency and effectiveness of Tennessee’s prison system and ensure that Tennessee never again has to release prisoners simply because of a state budget crisis.
