Read Bill's Priorities for Fiscal Management Here Having been a successful executive in both business and government, Bill knows how to make tough decisions. As President of Pilot Travel Centers, Bill had to make thousands of decisions about how to allocate the company’s resources. As Mayor of Knoxville, Bill governed conservatively, submitting six balanced budgets to the City Council, decreasing the city’s debt, and almost tripling the amount of money in the city’s Rainy Day Fund all while helping bring property tax rates to their lowest level in 50 years.As governor, Bill will work to keep taxes low, cut the least effective parts of government, and make the remaining functions of government more efficient, nimble and helpful. Bill is 100% opposed to a state income tax and instead sees the state’s budget crisis as an opportunity to fundamentally rethink the role of state government. As soon as he takes office, Bill will conduct a top-to-bottom review of state government and identify ways to streamline processes and reduce redundancies. Rather than implementing across the board cuts, Bill will implement thoughtful and targeted cuts to those programs that are not core to the state’s mission. At the same time, Bill will reexamine the operations of the critical functions of state government to ensure they are accountable, cost efficient, and helpful to the average Tennessean.
